초록[abstracts]
Arguments on the potential use and harmfulness of the eatables made using genetic technology have been continually raised and their safety has been confronted with a variety of views. In this study, the use, harmfulness and safety of GMOs were investigated through comparative analysis on the development and production of GMOs, and the regulations on them in the world. The purposes to develope the GMOs are to increase victuals, to decrease labor costs, and to add a supplemented value for farm products. The development of GMOs is expected to be focussed on a specific product. The rapid development of gene technologies will accelerate invention of GMO products because the big economic profits are expected from GMO products. The GMO technologies will be used to produce further various kinds of victuals rather than just soybeans and corns. And the cultivation areas will be rapidly expanded, and the GMOs will be responsible for most farm products in 2010. Presently some advanced countries such as USA produce most of the GMOs. Moreover, it is a present trend that they have owned seed companies and even food companies through M&A. The regulations and notice degrees about the safety of GMOs are different depending on whether the nations are GMO-developing countries or GMO-consuming countries. USA, Canada, and Japan are taking a position to manage GMO in the same safety degree as for other eatables, applying the warning notice label only when it can cause an allergy or like, whereas other countries like Australia, New Zealand, and most EU nations such as German, Austria, Swiss and France insist that GMO should be managed in the status of absolute safety with diagnosis and a notice label. Most regulations concerning GMO have been discussed only for the sake of advanced countries. Despite the fact that the safety of GMO will be the most-concerned factor when an international treaty about it would be agreed, this standpoint has influenced on the degree of regulations.
초록[abstracts]
유전자 재조합 기술이 이용된 식품에 대한 잠재적 유용성과 유해성에 대한 논란이 끊임없이 계속되고 있으며, 안전성에 대한 판단 또한 각 입장에 따라 대립을 보이고 있는 상태이다. 따라서 본 연구에서는 유전자 재조합 식품의 개발, 생산, 각국의 관련규정에 대한 비교 분석을 수행하였으며, 유전자 재조합 식품의 유용성 및 유해성, 안전성을 비교하였다. 유전자 재조합 식품의 개발목적은 식량증산, 노동력절감, 농작물의 부가가치 제고 등으로 앞으로는 특정물질의 생산에 초점을 맞추어 개발이 진행될 것이며, 유전공학의 발전이 급속하게 이루어짐에 따라 개발속도 또한 급속히 증가될 것이다. 유전자 재조합 식품이 주는 경제적 이익 때문에 현재 대두, 옥수수 등에서 좀 더 다양한 식품으로 확대 생산되는 추세로 재배면적 또한 급속한 증가추세에 있어 2010년에는 유전자 재조합 농작물이 대부분을 차지하게 될 것이다. 유전자 재조합 식품 생산의 대부분은 미국 등 일부 선진국이 점유하고 있으며 M&A를 통해 종자회사에서 식품회사까지 차지해 나가는 상황이다. 유전자 재조합 식품에 대한 각국의 입장은 개발, 생산 위주의 국가인지, 소비위주의 국가인지에 따라 안전성에 대한 규제 및 표시정도에 대립적 양상을 보이는 것으로 나타났다. 유전자 재조합 식품 개발 및 생산에 주력하는 미국, 캐나다, 일본 등은 기존 식품의 안전성 기준과 동일하게 적용시켜 관리하며, 독일, 스웨덴, 오스트리아, 스위스, 프랑스 등 EU 대부분의 국가 및 호주, 뉴질랜드 등의 경우 유전자 재조합 식품의 수입에 대한 철저한 안전성 진단 및 표시를 주장하고 있는 상태이다.
