- Recently, we are paying attention to the innovative and destructive changes throughout the overall economy, industry, society, and life which shall be brought by so-called `Intelligent information technology`, which is the key engine of the 4th industrial revolution. In particular, the intelligent information technologies such as the artificial intelligence and robots are rapidly developing through self-learning process, and while it began to be used for almost all of the scope such as the manufacturing industries, medical treatment, transportation, culture, etc., it is expected to play a role as a catalyst for creating new economic value, as well as to have widespread impacts on individuals and the society at large. In December 2016, although the government announced the `Mid-to-Long-term Comprehensive Measures for the Intelligent Information Society`, which embraces the policies for technology, industry, and society field to prepare for the fourth industrial revolution era in which innovation and fundamental changes are expected throughout the overall society, economy (industry) and life based on the intelligent information technology, it is under the situation that the legal and institutional response against the restriction of the algorithm preparing social and ethnic influence and danger which would be raised by the intelligent information technology such as the artificial intelligence and robots, guideline for robot ethics, robot regulations, etc. are relatively insufficient compared to the major overseas countries. Therefore, this report shall examine the social impacts which shall be brought by the development and diffusion of the intelligent information technology and the spot of the change in the legal and institutional environment following it, and shall present mid- to long-term legal and political tasks to realize the human-centered intelligent information society in the future.
최근 4차 산업혁명의 핵심동력인 이른바 `지능정보기술`이 가져올 경제ㆍ산업, 사회, 삶 전반에 걸친 혁신적이고 파괴적인 변화에 주목하고 있다. 특히, 인공지능(AI), 로봇 등의 지능정보기술은 스스로 학습하는 과정을 거치면서 급속한 발전을 거듭하고 있고, 제조업ㆍ의료ㆍ 교통ㆍ문화 등 거의 모든 영역에 활용되기 시작하면서 새로운 경제적 가치 창출의 촉매제 역할을 할뿐 아니라 개인과 사회 전반에 걸쳐 광범위한 영향을 미칠 것으로 예상되고 있다. 정부는 지난 2016년 12월, 지능정보기술을 바탕으로 한 사회ㆍ경제(산업), 삶 전반에 혁신과 근본적인 변화가 예상되는 4차 산업혁명시대에 대비하기 위해 기술ㆍ산업ㆍ사회분야 정책을 아우르는 `지능정보사회 중장기 종합대책`을 발표하였지만, 해외 주요국에 비해 지능정보기술이 야기할 사회ㆍ윤리적 영향력과 위험성을 대비한 알고리즘 규제, 로봇윤리 가이드라인, 로봇법 등 법ㆍ제도적 차원의 대응은 상대적으로 미흡한 상황이다. 따라서 본 고에서는 지능정보기술의 발전 및 확산이 가져올 사회적 영향력과 그에 따른 법ㆍ제도 환경의 변화지점을 살펴보고, 향후 인간 중심의 지능정보사회를 구현하기 위한 중장기 법ㆍ정책적 과제를 제시한다.
