초록[abstracts]
[저출산·고령화로 대변되는 급속한 인구 변동이 향후 국가의 사회와 경제에 막대한 영향을 미치는 요소가 될 것이며, 대한민국은 2030년 중위 연령 기준으로 고령화 국가 세계 8위에 오르게 되어 많은 사회적 변화가 예상된다. 이러한 사회적 변화는 사회복지 문제 야기는 물론 노인들이 범죄의 가해자가 될 가능성도 높아 이제는 경찰의 치안 정책도 노인 계층의 특성에 맞춰 지역별로 맞춤형 전략이 필요함을 의미한다. 고령화 사회의 진행으로 인해 예상되는 각종 범죄문제는 황혼 이혼의 증가로 가족과 재산다툼은 물론 흉악범죄의 증가, 경제적인 어려움으로 각종 보험사기 가담도 증가하고 있으며, 소위 ‘젊은 노인’들이 증가하면서 성매매는 물론 성범죄로 이어지면서 다양한 사회 문제를 일으키고 있으며 장기적으로는 이웃 일본처럼 수형시설까지도 부족할 것으로 전망된다. 실제 공식적인 범죄 통계 중에서 노인범죄의 높은 재범률과 특히 성(性)범죄의 증가는 향후 경찰에게 치안 부담 요인이 될 수 있는 만큼 선제적인 대응 전략이 구사되어야 할 시점이다. 그러나 현재 경찰의 치안정책은 노인 계층에 맞춤형 전략이 아닌 통합적으로 노인 범죄피해 예방을 위한 홍보와 사후 검거에 그치고 있는 만큼 향후 고령화 시대에 대비하기 위해서는 경찰이 범죄로부터 안전은 물론 협업의 주도적인 기관으로 사회적 약자 보호에 앞장서는 전향적인 패러다임이 필요할 것이다. 이러한 필요성에 의거하여 이 연구에서는 노인범죄 및 범죄 발생 현황, 국내 노인범죄 사례, 현재 경찰의 노인범죄 및 치안정책 실태를 살펴보고, 향후 고령화 시대를 대비한 선제적인 치안 정책의 방향을 제시하는데 그 목적이 있다.

This social change is likely to cause social welfare problems, as well as the possibility of criminal harm to the elderly, and now the police policing policy means that a regional-specific strategy needs to be tailored to the characteristics of the elderly layer. Due to the progress of the aging society, various criminal issues that are expected to increase in the twilight divorce, the rise of families and property fallout, of course, a heinous crime economic difficulties have also increased the number of insurance scams, and as the so-called "young seniors" increase in sex trafficking, as well as sexual crimes, and various social problems, and in the long term is expected to lack of water-type facilities like neighboring Japan. Among the actual official crime statistics, the high re-crime rate of senior crimes and the increase in sex crimes in particular, is the point at which a proactive response strategy can be a factor in the future of police policing. However, the policing policy of the current police is not an integrative strategy for senior citizens, but the future of aging, as long as the publicity and post-arrest for prevention of criminal damage in order to be prepared for the Times, the police will need a proactive paradigm to protect the social underdog from crime, safety, and collaboration. In this study, the purpose of this need is to examine the status of elderly crimes and crime, the case of domestic elderly crimes, the current police's elderly crimes and the policing policies, and to present the direction of the proactive policing policy in preparation for the future aging era. ]
