초록
Daegu city plans and implement the 'Establishment and operation of Joint IRB' as part of project to activate the clinical test in the region. To establish and operate the joint IRB, the power and ability of each participating institutions should be concentrated. The processes to include the interested party in the region and to agree the strategy and method to establish and operate joint IRB through collective meeting are very important. Considering these processes are similar to the process of establishing cooperative governance, the concept and characteristics of cooperative governance might present an important theoretical frame in understanding the formation and development of the governance in the process of establishing and operating the joint IRB in the region. The purpose of this study was to investigate how the theoretical compositional elements are generated and worked in actual cases, using a particular model of analysis of cooperative governance. This research tried to draw the suggestion of the way of establishing the actual cooperative governance to establish the joint IRB in normative terms, and to draw out an implication of policy to activate the establishment and operation of the joint IRB.
