초록[abstracts]
[오늘날 보건의료산업은 정보통신기술과의 융·복합을 통해 급격한 디지털 전환(digital transformation)을 경험하고 있다. 본 연구는 보건의료산업의 디지털 전환에 따라 새로운 트렌드로 떠오른 디지털 헬스케어의 정의 및 특성, 규제 개선 노력을 살펴보고, 디지털 헬스케어 산업의 발전과 활성화를 위한 규제 개선 방안을 제안한다. 이를 위해 본 연구는 우선 신문기사 분석 및 전문가 인터뷰를 통해 디지털 헬스케어 전반에 대한 평가와 현행 규제체계의 문제점을 파악하고, 이를 바탕으로 디지털 헬스케어 발전 및 활성화를 위한 규제 개선방안을 전문가 델파이 조사를 통해 도출한다. 또한, 본 연구는 효과성, 적합성, 실현 가능성 평가를 중심으로 진행된 전문가 델파이 조사를 통해 확인된 규제 개선 방안을 즉시 추진이 가능한 방안과 중장기적 추진 방안으로 분류하고, 즉시 추진 가능한 규제 개선 방안에 대해 세부 추진 전략을 제시한다.
, The convergence of medical and wellness technology and ICT has brought about drastic digital transformation in the healthcare industry. This study aims at investigating the definition and characteristics of digital healthcare that has emerged as a result of digital transformation in the healthcare industry, at exploring governments’ efforts for improving the quality of regulation in the digital healthcare industry, and at proposing a series of regulatory reform plans in the field of digital healthcare. In order to do this, this study first investigates digital healthcare related news articles and interviews various experts to identify the current regulatory status and issues of digital healthcare, then performs an expert delphi survey based on the results of the investigations and the interviews. Finally, using the results of the expert delphi survey, this study derives regulatory reform plans that can develop and advance the digital healthcare industry, and proposes an array of detailed strategies for carrying out the plans.]
