초록[abstracts]
[이 연구는 재외한인 정책의 현재적 특성이 개발국가의 역사적 경험에서 비롯된다는 점에 착안, 한국에서 해외이주가 확장된 시기(1962~1987년)의 출국자 통계 추이와 해외이주를 규정하는 프레임들을 젠더 관점에서 분석한다. 출국자 통계의 흐름을 보면 해외이주가 증가함과 동시에 여성은 이민 목적, 남성은 취업 목적으로 이주 경로가 분리되는 경향이 나타난다. 그런데 이주 목적지별로 나누어 고찰해보면 또 다른 성별 차이가 발견된다. 1970년대 초반까지는 유럽 및 아시아로 해외취업한 여성들이 증가하였지만 이후 점차 감소하고, 대신 연고형 이민이 늘어났다. 개발 초기 여성의 해외취업을 ‘생존의 여성화’ 차원에서 재조명해볼 필요가 있음이 드러난다. 한편, 이 시기 해외이주를 인식하는 지배적 프레임을 분석하기 위해서는 신문기사를 수집하여 분석하였다. 담론분석을 통해 세 가지 프레임을 발견했는데, 해외이주를 경제개발을 위한 인력수출로 보는 시각, 국제결혼이나 이민의 부작용을 여성화하는 프레임, 그리고 이주자를 개척자와 도피자로 양분함으로써 ‘이주의 자격’을 국위선양 여부에 따라 구분하는 프레임이다. 한국 여성들의 다양한 이주 경험은 국위선양과 개척형 이주를 상상하는 개발국가의 남성중심적 프레임, 국가 민족주의의 틀 안에서 왜곡되거나 배제되어 왔으며, 특히 생존을 위한 여성의 다중적 역할이나 유급 및 무급 노동에 대한 기여는 비가시화된다. 단순한 순혈주의와는 다른, 개발시기의 국가 민족주의와 결합된 개발 프레임의 광범위한 영향력과 젠더 편향성을 보다 정교하게 비판하고 극복할 수 있는 여성주의적 접근이 필요하며, 그러한 기반 위에서 한국 여성들의 해외이주 경험을 새롭게 재조명하는 연구가 가능해질 것이다.
The number of ethnic Koreans living overseas has exceeded 7 million people. They have emerged as a group of people who also needs policy attention from the South Korean government. In recent years, the government has introduced a number of policies to build a homeland tie with them. However, the policies are partly, or predominantly gender biased and also looked as being not much different from those offered by so called ‘the developmental state’ of Korea from 1962 to 1987. The Korean developmental state kept the strong view on Korean migrants as human capitals who could be utilized for the home country’s economic growth. This study argues that this perspective is still prevalent in both Korea’s emigration and overseas Korean policies and therefore, it is important to examine the developmental state’s policy discourse to trace a set of ideas, such as gender norms and nationalism, incorporated into both past and current policies. This study investigates Korean emigration statistic under the developmental state’s policy regime and analyses gender implications from trends and patterns of emigration process. In addition, this study also conducts the discourse analysis on the collected news paper articles published from 1962 to 1987. This is to show the prevalent image of Korean emigrants which was mostly represented as a pioneer or an escapee under the nationalism interconnected with developmental ideas.]
