고령화시대의 장애인 특수교육을 위한 제언
= A Study on the Special Education for Person with Disabilities of Aging Society

다국어 초록[Multilingual Abstract]
All human learns and lives in the cycle of the four phases of life, for example, birth, aging, sickness, and death. Education, in particular, is life itself to people with disabilities who have to overcome physical discomfort and social inequalities. So the special education for person with disabilities and others has to be the core of the future learning, that realizes the happiness and respects the life of human being, by lifelong learning and lifelong welfare. From this point of view, in an aging society, the special education should go beyond the contrast of perspectives. It has to be prepared as a universal human-centered approach which covers the students with possibilities of disabilities, not only at their school-age, but also their whole life span. In other words, it should assist people with disabilities to make lifelong plans including their career, daily life and leisure. Which is based on the integrated approach of special education and welfare that considers different life stages. Thus, the special education is not about judging whether someone has the ability or not, but confirming the identity of practical learning aimed at enhancing human-respect, based on the fact that individuals are beings with dissimilar abilities. Furthermore, education and lives of all human in the aging society should aim towards socialization with communication, which is based on the understanding that all humans are not identical. In the same aspect, we have to pursue a continuous change of special education's direction, from the school-age centered learning to lifelong learning. To make this happen, implementing dual welfare approach(elders/people with disabilities) for the elders with disabilities, guaranteeing the right to practice-oriented lifelong learning, expanding employment opportunities, securing residence, expanding opportunities for leisure and cultural activities participation, and making a nature-friendly environment, are needed.
국문 초록[abstracts]
모든 인간은 평생을 생로병사(生老病死)의 생애주기 속에서 학습하는 삶살이 존재이다. 특히, 심신의 불편함과 사회적 불평등을 넘어서야 만 하는 장애인에게 교육은 삶 그 자체일수 밖에 없다. 따라서 장애인 특수교육은 평생교육이자 평생복지로서 인간 존재의 생(生)과 명(命)을 존중하고 행복을 발현하는 미래 배움의 중핵이어야 한다. 이런 논지에서 고령화 시대의 장애인 특수교육은 “관점의 대비”가 아니라 “관점의 넘어섬”을 추구함으로서 학령기 중심의 특수한 교육적 처치에서 장애 가능성을 지닌 모든 존재에 대한 관심과 이들의 평생 삶살이 전반에 걸친 보편적 인간중심의 준비여야 한다. 즉, 장애인의 전 생애별 주기를 고려한 복지와의 접점 속에서 학습을 넘어서서 진로와 생활, 여가 및 평생 삶살이를 구상하고 계획할 수 있도록 조력해야 한다. 그러므로 특수교육은 개인 능력의 유무 판정이 아니라, 서로 다른 능력 존재라는 인식기반 위에 인간 존중 실천학문의 정체성을 확인하는 것이 중요하다. 나아가 고령화시대에 모든 인간의 삶살이와 교육은 “살아있음에 기반하여 서로 다름에 대한 공감력 신장으로 소통의 사회화를 지향해야 할 것이다. 그 동안 학령기를 기반으로 이루어졌던 장애인 특수교육은 학령기이후를 포함한 계속교육으로서 전 생애에 걸친 평생교육으로 전환해야 한다. 이를 위해 고령 장애인에 대한 복지의 이중적(노인/장애인) 접근, 실천 지향적 평생학습권 보장, 고용기회의 확대, 주거 공간 확보, 여가문화 참여기회 확장, 자연친화적 환경조성 등이 필요하다.
