원격의료의 규제 현황 및 개선방안 연구

국문 초록[abstracts] 최근 산업 전반에서 대두되고 있는 ICT 기반의 4차 산업혁명으로 인해 의료부문에서도 ICT 기술의 활용과 적용이 이슈가 되면서 원격의료에 대한 논의가 활발히 이루어지고 있다. 그러나 원격의료의 사회적 편익에도 불구하고 현재 원격의료는 대부분 시범사업이나 일부 제한된 범위에서 운영되고 있다. 본 연구의 목적은 원격의료의 적용을 제한하는 규제 현황을 살펴보고 사용자 인식조사와 전문가 인터뷰 결과를 바탕으로 원격의료 규제의 개선방안을 제시하는데 있다. 분석결과, 원격의료에 대한 인식수준이 높고 원격의료활용이 유익하다고 인지하고 원격의료에 대한 전망이 긍정적일수록 원격의료의 도입이 필요하다고 판단하는 것으로 나타났다. 또한 원격의료의 활용이 유익하다고 생각할수록 원격의료를 이용할 의향이 높은 것으로 나타났다. 또한, 상담 및 건강관리를 위한 원격의료의 수요가 매우 높았으므로, 향후 원격의료의 활용을 활성화하기 위해서는 원격의료의 적용범위를 명확히 해야 하고 원격모니터링 관련 규제 개선이 필요하다.
다국어 초록[Multilingual Abstract] As the use and application of ICT technology became an issue in the medical sector, discussion regarding telemedicine is actively being done due to the ICT-based fourth industrial revolution that has emerged throughout the industry in recent years. However, in spite of the social benefits of telemedicine, telemedicine is currently operating only in pilot projects or limited areas. The purpose of this study is to examine the regulations that restrict the application of telemedicine and to suggest methods to improve telemedicine based on the results of the user perspective survey and expert interviews. As a result, it was found that even though the recognition of telemedicine was high, the utilization of telemedicine was perceived as beneficial, and the prospect of telemedicine was considered positive, it was judged that further introduction of telemedicine was needed. Also, the more the use of telemedicine was perceived as beneficial, the more likely someone was to use telemedicine. Therefore, in order to stimulate the use of telemedicine in the future, it is necessary to clarify the applicable scope of telemedicine and to improve regulation of telemonitoring.
