국문 초록[abstracts]
이 글은 국가 간의 법규, 제도, 인프라스트럭처 등의 차이를 활용해 생의학적 혁신과 임상적용을 추구하는 의료이주(medical migration)를 분석한다. 의료이주는 특정한 연구자와 환자를 모두 포함한다는 점에서, 환자의 이동을 강조하는 의료관광과는 구별된다. 의료이주는 의료시장의 전지구적 확장 없이 불가능하다. 그리고 이 과정에서 연구자와 환자는 각각 기업가와 소비자라는 시장 기반의 정체성을 형성한다. 이들의 정체성은 의생명 기술의 연구개발과 임상적용 과정에서 발생할 위험의 인식과 수용에 큰 영향을 준다. 윤리적 기준이 고도로 개인화되고 있는 것이다. 이 글은 전지구적 의료시장을 이해하기 위해 백혈병 환자들의 탈국경적 약물 구입 사례와, 줄기세포 바이오 벤처 기업의 해외 이주 사례를 분석할 것이다. 끝으로 현재 한국의 의생명공학 거버넌스를 시장지향적 거버넌스라 정의하고 이에 대한 대안으로 시민참여적 거버넌스를 제시할 것이다.
다국어 초록[Multilingual Abstract]
This article analyzes medical migration that pursues biomedical innovation and clinical applications by taking advantage of differences in laws, institutions, infrastructures between countries. Medical migration is distinguished from medical tourism, which emphasizes patient movement, in that involves both specific researchers and patients. Medical migration is not possible without the global expansion of the medical market. And, in this process, researchers and patients form market-based identities with entrepreneurs and consumers, respectively. These identities have a major impact on the perception and acceptance of the hazards that arise in the process of life technology research and development and clinical applications. The ethical standards are highly personalized. In this article, I would analyze two different cases to understand the global medical market. One is The case of leukemia drug purchase and The other case of stem cell bio-venture companies which was migrated abroad. Finally, Korean bio-technological governance is defined as market-oriented governance, and I suggest citizen-participated governance as an alternative.
