초록[abstracts]
[현대 스웨덴 가족정책의 효시는 1930-40년대에 인구문제와 관련하여 발족된 국가연구위원회들이 제안한 인구정책과 가족정책 프로그램들이다. 인구위원회(Befolkningskommission; 1935-38)와 인구연구위원회(Befolkningsutredning; 1941-46)는 출산율 제고와 다자녀 가정의 양육비 절감, 여성의 출산 선택권 강화를 위한 다양한 프로그램을 제안했다. 보편적 아동수당과 학교 무상급식 도입, 모성 상여금 지급, 피임방지법의 폐지와 낙태 허용 범위 확대 등이 그 사례다. 이 위원회들의 활동을 통해 출산과 육아를 사회의 책임으로 간주하는 사회적 규범이 확립되었다. 1930-40년대에 도입된 가족정책과 2차대전 이후, 특히 1960년대 이후의 스웨덴 가족정책 간에는 연속성과 단절성이 모두 발견된다. 사회주의적 요소와 양성평등주의적 요소는 강화된 형태로 계승되었고 우생학주의적, 민족주의적 요소는 약화되거나 폐기되었다. 인구연구위원회는 자녀 양육비용의 사회적 재분배 방식으로 보편적 아동수당의 도입과 기존의 유자녀 조세감면제도의 폐지를 제안하여 관철시켰는데, 한국에서도 이런 방향의 제도 개혁을 모색할 필요가 있다.
The starting point of the modern Swedish family policies were the population policies and family policies proposed in 1930s and 1940s by the State’s Research Committees concerning population issues. The Population Commssion(Befolkningskommission; 1935-38) and the Population Research Committee(Befolkningsutreding; 1941-46) proposed many policy programs to increase fertility rate, to reduce the families’ costs of bringing up children, and to strengthen the women’s right to childbirth choice. Important examples include the introduction of universal child allowance, free school lunch, and maternity bonus, and the abolition of the law preventing contraception, and the amendment of the abortion law for widening the scope of legal abortions. By the activities of the State’s Research Committees, the social norm was established that the childbirth and bringing up children are the responsibilities of the society. We can see both the continuity and the discontinuity between the family policies in 1930s-1940s and the postwar family policies, especially policies since 1960s. The socialistic elements and gender equality elements were succeeded and strengthened, while the eugenical and nationalistic elements were weakened or abandoned. The Population Research Committee proposed the introduction of universal child allowance and the abolishment of the tax credit for the families with children as the way of social redistribution of the costs of bringing up children, which seems also meaningful for South Korea.]
