초록[abstracts]
[The Government is concerned about this all-time low birthrate and busy implementing new policies in order to 'promote the childbirth'. The former population related policies were geared toward keeping down the population by encouraging people to use contraceptive methods, to be sterilized as well as by tolerating open abortions thereby promoting the attitude of undervaluing the life. The current policies promoting childbirth are geared toward increasing the birthrate by promoting and supporting artificial fertilization to the sterile couples leading to another type of threats to life. This is nothing but a threat against the life. The dignity of life itself has been plummeted, influenced by the pretence of pro-choice which is just a cover-up of people's selfishness. The science, especially the bioscience has been rapidly progressing. However, unfortunately, these policies and researches have achieved a lot about the ways on how to control and use the procreation ability but not the ways to preserve the embedded value of the fertility and to maintain the procreative power in a balanced manner. The bioethical consciousness begins from valuing our own life. We can value the other's life only when we do recognize the value of our own life. The fertile women are ignorant of their procreative power. Therefore, the women do not value their ability for procreation. On the procreation ability as well as the process on how the women can accept the value of life by themselves. When a woman can recognize the value of the fertility, she would learn the way to preserve the life, and would become open-minded about a new life. This is because her ethical sense on life will be strengthen as she experiences the mystery of her body.
우리나라는 현재 출산율이 저하됨에 위기감을 느끼며 '출산장려'를 위한 정책이 분주하게 시행되고 있다. 그러나 안타깝게도 출산율을 증가시키기 위한 많은 정책들은 국민의 건강을 해하거나 인간생명이 경시되고 위협하고 있음을 간과하고 있다. 과거의 인구정책은 인구를 줄이기 위해서 피임보급과 불임시술을 권장하고 낙태를 묵인함으로써 생명 경시현상을 조장했으며, 현재의 출산장려정책은 출산율을 증가시키기 위해 불임부부에게 인공수정을 권유하고 지원함으로써 또 다시 생명에 대한 위협들이 일어나고 있다. 인간 생명에 대한 존엄성은 인간의 이기주의로 선택의 권리(pro-choice)라는 허울 뒤에서 점차 약해지고 있다. 오늘날 생명과학의 발달은 급진적인 발전을 보이고 있다. 그러나 안타깝게도 이러한 정책들과 연구들은 인간의 성과 생식력을 통제하고 이용하는 방법에 대해서는 활발한 성과 보고가 있지만 정작 생식력이 지니고 있는 가치나 생식력을 건강하게 유지하는 법에 대해서는 알려 주지 않고 있다. 생명윤리의식은 자신의 몸을 소중하게 여기는 데서부터 시작된다. 내 몸이 소중하다는 것을 먼저 인정할 수 있어야 타인의 생명까지도 소중하게 여길 수 있다. 대부분의 여성들은 자신의 몸이 생명을 잉태할 수 있는 거룩한 능력을 지니고 있다는 것에 크게 가치를 두고 있지 않으며, 또한 여성들은 자신의 생식력을 소중히 여기지도 않는다. 생식력을 자각하고 있는 여성은 올바른 성의식과 생명윤리의식을 가지게 될 것이다. 사회의 반생명의 물결에 흔들리지 않을 것이며 생명과 관련한 어떠한 결정과 판단을 해야 할 사회적 강요나 외부의 자극이 들어오게 될 경우 보다 자율적으로 대응할 수 있는 능력을 가지게 될 것이다.]
