초록[abstracts]
[Over the last few decades countries from all regions in the world have begun to promulgate legislation for minimum standards of animal protection. One of the largest driving forces behind this legislation is the growing understanding of animals as sentient beings. In 1991, Korea enacted the Korea Protection of Animals Law, but in reality it is a paper tiger. The discussion demonstrates that when a nation attempts to promulgate legislation for animal welfare, an eye should be kept not only on present conditions and hope of where a country should go, but also an attempt to balance sensitivity with traditions and customs that are integral to that country identity. The enforcement mechanism also seem to be outside of government responsibility. This Paper will give the basic information relating to animal welfare legislations in Korea. First, an overview of the historical sources of the animal protection. Second, this Paper will address the animal welfare legislation in other countries, in the US, Germany, Swiss, in focus on general animal protection, farm animal, animal for research and companion animal. Finally, the local government brings considerable experience to the public debate about the best means to improve public safety and the effectiveness of dog control effort and make bylaws. In conclusion, this Paper aims to propose the improvements in the current legislation comparing with other jurisdictions.]
